Pakistan’s context. The report provides insights and actionable recommendations for the government,
the private sector, professional associations, civil society organizations, academia, think tanks, and
development partners.
The study is based on an extensive literature review, a comprehensive series of consultations with
stakeholders, and a rapid provincial digital readiness assessment followed by a deep analytical
aggregation of key findings.
