There is a need to shift more digital services to be built around citizen needs in Pakistan; in a society where the median age is below 30 years, the youth prefer digital connectivity. The digital divide in Pakistan extends beyond rural-urban gaps, including disparities among ethnic minorities, socio-economic groups, and the underprivileged within urban centers.

Limited internet access reduces digital literacy and the capacity for intellectual discourse among citizens. A Digital Society will develop services centered around stakeholders, addressing the needs of both citizens and businesses. Interacting with stakeholders will be characterized by ease, seamlessness, and security. Additionally, citizens will have opportunities to consistently enhance their skills, adapt to evolving challenges, and collaborate efficiently across agencies, fostering partnerships with citizens and businesses.
